I'm almost afraid to say this --- after several years of reading the the net I can count on one hand the number of times Henry has been wrong (and still have fingers left over) --- but I find this point of view a little bizarre. It seems to me that a poll tax ensures that most of the responses will come from people who are paid by their employers to write a response. Is this a good criterion? I am grateful that a few very dedicated people, Henry among them, shelled out $75 to inject some common sense into the debate.
