I just pulled the package mentioned in the subject from the TOMS
archive on netlib@anl-mcs.arpa.

I find that they have truncated the user's guide at column 72 (and
it appears to have gone out at least to 80).  They also have a
directory dedicated to the package, but it does not appear to
contain the user's guide.

Can anyone mail me an unmangled copy?  Thanks.
