Note that if you are running 4.3BSD, you should define MAIL_USE_FLOCK
and that the resulting program should not be setuid.  The MAIL_USE_FLOCK
code was done here (by Don Hopkins, prodded by me; we were running
4.2BSD here then, but we had already modified mail to use flock().)
