  The solution to my problem - go straigt to rmail-summary with
rmail that I received from Mark. Eichin works -
he recommends blushingly (don't be that way Mark we all do things we
                          should be ashamed of ;} )
( setq rmail-mode-hook (function
                        (lambda ()
                          (setq unread-command-char ?h))))

  It works fine but why didn't my attempts work

  ;bumblingly
   (setq rmail-mode-hook 'rmail-summary); with similar clumsy variations
