This was a proposed standard developed by an IEEE group. IEEE P695 working group: The Microprocessor Universal Format for Object Modules - Proposed standard IEEE Micro August 1983, 3(4)48-66 I don't know if it ever went anywhere, but it had some rather powerful features.
