Netwatch is part of PC/IP. You may still be able to get it from:

The CMU version, which compiles with Microsoft C instead of the Unix-based
cross-compiler, is also available via anonymous FTP and from a BITNET host,
but I always forget the details of this. Source should be included with it.

No work has been done on it in a few years and it's unlikely any will happen.
FTP Software sells a much-enhanced, commercial version of it, which is unlikely
to be easy to get source for.
