It seems perfectly clear to me: o Phil does't believe binaries believe on the net. o The net still has legal binary groups o Phil has not yet chosen to deviate his site from the "official" list of legal groups. o Phil believes that the net, as a whole, should make a decision to remove binaries from the net, rather than having sites drop the distribution in an ad hoc manner.
