Well, not in so many words. Dogfight allows you to use two joystick without any extra interface card to play a two person game. However, it is the only game I know of that allows two JOYSTICKS to be used. The posted asked for two player arcade games that used PADDLES. Well. . Silly me. I seem to recall a version of pong that did that, among many other "early" games. . . Since most games are now realy designed for one person, there aren't that many on the market anymore.
