You might want to check IS, LI, AL & DL. IS might contain mode settings prohibitting scrolling or defining a scrolling-region. LI might be set wrong. Running Vi on a vt100 using an 'ansi' Termcap (25 lines) produces a continuously overwritten bottom line w/poor scrolling. AL & DL didn't exist in many old vt100 Termcaps (of which Venix/11 is one for sure). >The curses is 4.3BSD (4.2BSD and Venix/11 2.0 also).
