Here is a simple one that occured to me last night ... Don't allow a user to post to a group unless the group is currently marked as subscribed to in the user's .newsrc file. It seems to me that the bulk of the bandwidth-wasting flame wars between various groups start because some moron crossposted to a bunch of groups said moron didn't read, because the moron thought the group name seemed appropriate. I make it a point to never post to a group unless I've been reading it for long enough to catch the general trends, but many don't.
