I don't know the details, although Telenet's customer service should be
able to.  From Scotland, he should be able to connect to a public data
network, and connect to Telenet in the US.  He could then get a portal
account (like the poster has), or use PC Pursuit to dial any of the
other various public access systems (see the "picnix" postings).
