The answer is a loud 'Yes'.  Apple IIe's since about May of 1985 have
been shipped with the enhanced ROMs installed.  There was an issue of A+
or one of those other magazines that mentioned that all of the
then-current (May '85) and future IIe's would be shipped with the
enhanced ROMs.

I purchased my IIe in August of '85, and sure enough, it came with the
enhanced ROMs.
