My guess is that it is the delay before the watch cursor comes up.  Setting
it to 0 makes the cursor flicker between the watch and arrow.  Setting it to
1000 suppressed the watch in most cases.

I think this is implemented in Finder 6.1, which was just completed about 2
weeks ago.  I also don't think it is a multiplier; in Finder 6.1 it is set
to 13, which was the maximum number of Finder windows I could open at once.
