Does anyone know of a utility that runs under MS-DOS or UNIX/386 which will
convert MS-DOS object files to COFF format?

I heard of such a utility existing on a XENIX implementation at one time.

I have 8086 operating system independant routines written in Microsoft
assembler and would find it an intense pain to convert it to UNIX/386
assembler source format (along with the source code control problems of
duplicate source files.)
