Hemlock, I believe, was written in whatever variety of Lisp the CS department
had running on their Perq's.  I've never used it (my perq was dead before
I got it:-), but people have told me that it was reasonable.

As to how it compares to GNU -- it ran on machines with finite resources
and wasn't endorsed by religious fanatics.
