ASCAP (and BMI, which is a similar but apparently smaller agency)
relies largely on the broadcast logs that radio stations keep (required
by the FCC). 

I believe that the mechanism is based on the threat that violators will
not receive freebies or broadcast rights from publishers whose
royalties aren't being paid.
