There exist algorithms for mapping from one arbitrary set of colors to another, smaller set, including some authored by yours truly (e-mail me if yer interested). The client process would either permit the server to do the transform on the image, or would be informed that it must do so -- If good results are achieved by mapping from a real-world image of 1M colors to 256 colors, It seems plausible that mapping from 256 to say, 16, could give quite good results.
