Kestrel project???  Why have you picked Kestrels?  As far a I know they
aren't even close to being a threatened species.  Here in the Willamette
Valley you can hardly drive a mile on any country road without seeing 
a pair sitting on the wires.  They are neat birds and all, but I wouldn't
consider helping them if its a tradeoff with a bluebird nest.
