I forgot, did you say this happens with local calls? I know that this year my School Long Distance service had ten minute timing beeps put into the service, which were very aggravating, till I figured out that I could extend the time between loss of carier and hangup on my modem. It was one of the Sregisters on my hayes compatible modem. I beleive S10.
