Elm coordinator

I plan to continue accepting votes thru this
Thursday (June 23rd), and will post the announcement
of the new Elm Coordinator on Friday. I'll try to
telephone the 4 candidates on Friday and let them know.

Tester volunteers
-----------------
More than enough people have volunteered to be
Elm test sites, so I'll let the new coordinator
glean the list. However, he may need to post a
call for another test site if a particular model or
operating system is not represented.
