Does anyone have a re-implementation of the stat() call in
VAXC?  Neither stat() nor access() work with decnet files.
I re-implemented access() by just opening the files.  Since I
am easily confused/intimidated by RMS, I would appreciate
any help out there.

(this is to fix up the problem with Gnu Emacs reading files over
decnet.  If I get it fixed, I may get the rnews.el to work with
vms - tpu just has too many deficiencies, I would like to at least
try out an Emacs version)
