Under System 6.0, WaitNextEvent is always implemented.  It works exactly the
same way whether or not MultiFinder is running.  The sleep and mouseRgn
parameters are used in either case.  While sleeping, the system will call
SystemTask for you to feed CPU time to DAs and drivers.
