There is probably a lot of confusion in this area, as APDA used to distribute versions of the ToolBox manual that defined on 13 or 14 bits, and developers (such as TML) got versions that defined even less of them. However, the final hardbound version of the Toolbox manual lists all of the bits that are currently defined.
