Well, that was true the last time I talked to Chris about it. This has since been "fixed in 4.0", to coin a phrase. R4.0 (of the Annex boot image) is now in beta, and fixes this age old bug in rlogin, mostly by using 4.3BSD rlogin. On top of that, most of 4.3BSD telnet is also included.
