There is a company in Miami called "Instant Replay" that makes multi-standard video equipment especially for people who must deal with overseas. I do not know what their product line is, but in the past I have seen ads for VHS machines that handle NTSC, PAL & SECAM interchangibly (I believe they can use a source tape from either of those standards and output a video signal to a second VCR or TV in any standard).
