Both the LAN program (Netware) and any other network program (TCP/IP) need
to cooperate, via some interface-sharing mechanism.  Otherwise, they fight
for the interrupt vector, throw away each other's packets, etc.  The Packet
Driver spec is one such interface sharing mechanism.

In summary, your understanding is right.
