As I previously reported, I obtained a copy of the above-mentioned draft
on 28 June from Global Engineering Documents -- but it did not come with
a copy of the accompanying Rationale.

Out of fairness, I think I also ought to report that the Rationale has
just been delivered to me -- not only was there no charge, but they did
this without me calling them about it.  The cover letter (from Global)
for the Rationale is dated 22 July, 1988.
