I know Merlin-16 is one such assembler that will do this, but > it won't run at all if you don't have the '802 installed. Not exactly true. The real name is Merlin 8/16 which means you get two disks. One runs only on 65816/65802 and the other runs anyplace you have a 6502/65C02 or on the IIgs in emulation mode.
