Elan Computer Group sells a package called NROFF/PC including: Nroff, Tbl, Neqn, MM macros, MAN Macros, Checkmm, and User manual all for $99. The code is honest-to-god Nroff, et. al., from AT&T, ported to DOS (with enhancements for speed under DOS). However, from our use, it does not appear to be completely compatible with UNIX Nroff.
