Assuming that you want a "real" page number of 0 to show up on the first page: use the Section command (in the FORMAT menu) to create 2 sections in your document. You won't be able to use the Page Number features for the first section. Just hard code a "0" in headers and footers for this section. In section 2 you check the "Restart at 1" box using the Section command again.
