It comes in several forms, one of which is placed in the system folder, renamed to "Macsbug" and loads on boot. As far as I know, it is in the public domain. I got a version from the Boston Computer Society that was supposed to work with the Mac II, but my machine hung when I tried to boot. It seems to work perfectlyhowever with 128K ROM Macs (I haven't tried it with an SE...)
