It is similar in function to parts of the Mac toolbox, especially QuickDraw & Window Manager. X provides routines to open windows and draw graphics and text. One thing it does not do is provide menus and window movement/resize features. These are done by a separate "Window Manager (not mac!). This is a very simplistic description.
