It's available here as: Filename Type Bytes CRC Directory PD1: ARC522.EXE.1 BINARY 87040 D62BH which is a self-extracting archive. This was obtained directly from SEA's BBS in order to assure it's authenticity. The documentation for the new version says that it is supposed to handle non-standard LZW-compressed ARCs (one assumes that is a vague reference to PKARC's "Squashed" members), however it doesn't seem to be able to do this.
