Yes, this is right. However, I do not quite follow Larry Lippman's
concern. My understanding of the situation is that they are charging
for access to the system itself (and not for access to internet.) This
is like our computer center in a university charging funny money for
access time.  Even if portal was on internet, I do not see anything
wrong with their charging for access. However, I believe they should
not charge separately for internet access.
