Why not get the data book for one of the VLSI video drivers? TI has one, TMS9918A that looks simple to design into a system. (I've never used one, so I don't know if it will do what you want.) I would recommend looking for VLSI chips and writing to the manufacturers to get data books. Is there any reason to try building such a beast in MSI or SSI any more?
