As a matter of fact, a protocol with all the necessary features has already been built: ZMODEM! On interlocal telephone connections, the combination TrailBlazer + ZMODEM achieves 14-15 KBPS throughput. (That means NOT including protocol overhead, but actual DATA sent, error free) Since the sources of the ZMODEM modules voor UNIX already work on a lot of machines (the 'rzsz' modules), converting shouldn't be too much work.
