crashes MONITOR (FLOATING DIVIDE BY ZERO after some time).

Okay, it was a bug and it was fixed in V4.6 or V4.7. Now
SYS$SYSTEM contains a file MONITOR.JNL, the patch journal.
MONITOR.JNL is not present on the V4.5 systems.
