If anyone has a patch for this bug, I'd really appreciate being able to get
it.  Many of our users are given "little" accounts (lower priority,
restricted access, and, low QUOTAS).  They like to use these accounts for
reading news, they all use rn, and (as I now know) when their quotas
run out, their .newsrc and .oldnewsrc go away.

They get mad and yell at me.

Anyone got a patch that'll make them stop?  Please?
