What kind of font? If it's for a laserwriter, you need to buy Fontographer.
There really isn't any other choice.

For imagewriter or screen/bitmap fonts, there are a bunch of options.
There's a (primitive) font editor in ResEdit. There's also a little brother
to Fontographer who's name I forget for bitmaps. I've seen at least half a
dozen font programs in libraries on CIS or Genie or user group disks --
snoop around and see what you can find.
