Maybe there's a purpose in having all this junk in news.admin: to demonstrate
to all news admins especially those who write the next generation of news
utilities, that blind crossposting should be prohibited. A follow-up
feature should ask the poster explicitly whether to include each of the
newsgroups in the header, possibly with their description; something like:

news.admin: Comments directed to news administrators. Do you want to post there?

Currently, postnews does something like that, but most news readers don't.
