What do the "!"s in people's email addresses stand for?

Some people on this list have been talking recently about variables
with single bits and have used a ":" as a new operator. Could someone explain
this to me?

Who publishes Computer Language (magazine) and is it a high-level or low-level
discussion (no pun intended) of languages?

Finally, what's "btw" ?
