There are a number of shells I am considering using, but I would prefer a low cost system with source code. A number of FORTH expert system tools exist, I have played with EXPERT-2, which is not sufficient for this application. There are a number of other FORTH systems I have heard of in passing, I am after reviews and (large) sample expert systems for any of them. FORPS, OPS-5, OPS-83 and any others you may know of!
