I doubt highly that your RSTS system is Phase II since Phase IV wouldn't even talk to it then. But this is beside the point. The Problem is that VMS 5.0 DECnet is Phase IV-PLUS. And unfortunately, any Phase III or IV node with a session layer written exactly as specified in the DEC published Session Layer Functional Specification will not accept a connect from a Phase IV-PLUS Session Layer. They changed the session control version number and started using some formerly reserved bits in IV-PLUS. However, the func spec for III and IV says to reject the connection if the version number is wrong and these bits are not zeros. I ran into this problem myself with the DECnet implementation I did for Britton Lee when a Beta site brought up 5.0. DEC has published an article about this on DSIN. It lists versions for various DECnet implementations that are compatible with IV-PLUS. This says that you need DECnet/E version 2.1. I have no idea what version of RSTS/E this comes with.
