If you are a member of any of the AFIPS organizations, IEEE, etc., you can become an affiliate member of SIGCOMM without necessarily being a member of ACM. I don't have the dues information at hand, but it costs more that way than if you are already a member of ACM, but possibly less if you don't plan to become a member of ACM because you are already a member of, say, IEEE Computer or Communication Societies.
