apologies for a non-detailed description in "ohh boyy"

the command file "does" alter the modification time.
the bsd environment is ok!
as i do not have source, i have created a shellscrpit to invoke
the bsd version of "file".
i am aware as to why the mod date was altered, i was just *&^% off
as i had been wrestling with apollo problems all day!
