As far as I know, the problem is a lack of memory. 640k feels quite
cramped these days. Unfortunately, TOPS on the PC is a memory hog.

Try trimming the Buffers and Files lines in your config.sys, if possible.
If that doesn't work, then you're probably SOL. Sorry...
