The ST-238 is a 20 meg drive certified for use with 2,7 RLL. 
Formatting it properly should give you 30 megabytes of disk
space.  The drive was made with that capacity, as long as you
use 2,7 RLL, so you wouldn't be stretching the specs to format
it that way.
