It used to be that any MacPaint-type bitmap would work as a startup
screen, so long as the file was named 'StartupScreen'.  Now I see files
which are 'startup screen' files, and which are not editable using
a bitmap editor.

How can I edit these new startup screen files?  How can I create my
own?  Why is this?
