    I wonder how many USENET sites do not have access to one or more 
file archive sites?  This access could be through the Internet, through 
BITNET, or just through some local bulletin board.  If nearly everyone 
has access to archive sites, maybe large files can be archived without need for
initial transmission throughout the USENET.  If sites in Europe and Asia do 
not have access, but sites in North America do, perhaps the files could be 
distributed only on those continents where access to archives is relatively 
uncommon.
