But SEA granted Phil a liscense to continue distribution of PK[X]ARC and

that, Phil is well within his rights to include the word ARC in his
documentation and continue to send out PKARC and PKXARC.

Why would you want to restrict him from writing another archiver that
has nothing to do with SEA's?  There is no cause to prevent him from
creating something better.
